Scout Leadership

Troop 95 Leadership. Teaching leadership skills is fundamental to the Scouting program; the Scouts are the real troop leaders, not the adults. The Scouts guide the direction of the program. They elect Patrol leaders from their group. The Patrols carry out many activities under elected Scout leadership. As a Scout progresses in Scouting, his first leadership opportunities will be at the Patrol level. With leadership experience at the Patrol level, he may move on to a troop level position.
The Senior Patrol Leader (SPL), Assistant Sr. Patrol Leader (ASPL), Scribe, Patrol leaders, and Troop Guide meet to plan the troop meetings and campouts. This is the PLC meeting, which stands for Patrol Leaders Council. The Scoutmaster and an Assistant Scout Master attend the PLC. The Scoutmaster and Troop Committee retain veto power over decisions made by the PLC. This is exercised only when plans would violate Scouts BSA policy or jeopardize the safety and well-being of Troop members.

Senior Patrol Leader (SPL). This position is elected by all of the scouts in the troop and serves a twelve month term. The SPL has the most responsibility of any Scouting position in the Troop. The SPL should be Star rank or higher and demonstrate a commitment to leadership and participation within the Troop. The SPL is in charge of Troop meetings, the PLC, and to see that the Troop runs in an orderly and timely manner. Listening closely to and doing what the SPL asks is important for every Scout. All Scouts eligible to serve as SPL must be approved by the Scoutmaster before elections.

Assistant Senior Patrol Leader (ASPL).The ASPL serves as the SPL’s assistant, and takes his place in the absence of the SPL. The ASPL should be Star rank or higher and demonstrate a commitment to leadership and participation within the Troop. This position is elected by all of the scouts in the troop and serves a twelve month term. Among his specific duties is to train and provide direction for the Quartermaster, Scribe, Instructor, Historian and other appointed Scout positions of responsibility within the Troop.

Patrol Leaders.The patrol leaders are elected by members of their respective Patrols. They must be at least a Second Class rank and they serve a six month term. He takes responsibility for each of the Patrol’s activities and sits on the Patrol Leaders Council. Each Patrol Leader appoints an Assistant Patrol Leader and they both serve for a six month term. All Scouts eligible to serve as Patrol Leaders must be approved by the Scoutmaster before elections begin.

Positions of Responsibility.The SPL appoints other positions of responsibility such as: Quartermaster, Scribe, Instructor, Historian, Librarian, Troop Guide, Den Chief, Chaplin’s Aide, Order of the Arrow representative, and Outdoor Ethics Coordinator. Each of these positions serves a six month term.
